- hotspot:
* per user bandwith management will be stored (#1561)
* fix gap between actual surftime and allowed surftime (#1558)
* correct account creation time instead of hotspot start time (#1557)
* overwrite db config file in order to trust hotspot to connect
without password from localhost
* make db wait until it is really started before hotspot creates
